City Council Regular Meeting Minutes <br />January 26, 2021 <br />Page 8 <br />request that the St. Anthony City Council fulfill its Statutory responsibility and deny the CUP for <br />the Boulevard Car Wash. <br />4 Ms. Lisa Charmer explained she lives right behind where the car wash is being proposed. She <br />5 stated she is already inundated by floodlights from the Kenzington that literally flood her entire <br />6 backyard and into the bedroom windows. She would like to know what the lighting would be <br />7 and how much it would flood the alley and backyards. She asked if the hours of operations go <br />8 into the evening on any days and how late would they go. She also wondered if there was any <br />9 kind of fencing that would be provided to keep the car wash separated from the backyards of the <br />10 residents. She stated those are her biggest concerns and thought it was great this will be a local <br />11 person wanting to do this and was sure he is earnest. She noted it is a different proposition if a <br />12 person is living right there with this literally in the backyard. She thought this will drastically <br />13 affect her property value and she opposed this. <br />14 <br />15 Mayor Stille explained the floodlights at the Kenzington does not have anything to do with this <br />16 particular action. He noted Mr. Charmer may wish to approach the Board of the Kenzington to <br />17 see if there is anything that can be done for the lights that flood into her backyard from that <br />18 facility. In regard to the hours, as proposed, the hours would be lam to l Opm. The fence will <br />19 run parallel to the alley for the entire length of the alley. <br />20 <br />21 Mr. Jesse Piktuma, indicated he wanted to call on the City to deny this project based on some of <br />22 the concerns already heard and some of the concerns that will be heard throughout the meeting. <br />23 First of all, the conditions recommended by staff to address some of those concerns are design <br />24 concept. He did not know who designed the car wash and did not think the City should be <br />25 designing it. He wants to be ensured that he will not be assaulted by noise from the car wash or <br />26 subjected to the noise and pollution from idling cars. He wants to ensure that his family will <br />27 remain safe and their health and wellness protected. He wants the City to do its duty to protect <br />28 their health, safety, and general welfare. He wants to make sure the engineers that are designing <br />29 the facility are doing their ethical duty as professional engineers to hold paramount the health, <br />30 safety, and wellness of the public. He explained he has seen no evidence, no data, and no <br />31 engineering calculations that these design concepts are going to be sufficient to accomplish those <br />32 goals. He stated he has only seen design concepts and guesses that these design concepts may <br />33 reduce the negative impact. What is needed is a professional engineer recognized by the State of <br />34 Minnesota to provide a design that controls noise, air pollution and other pollution that is suitable <br />35 to protect the health, safety, and general welfare of the residents. He was very concerned about <br />36 the noise and that this site is so adjacent to a residential neighborhood. Their quality of live will <br />37 certainly suffer and his property value will suffer. He also understood there will be the potential <br />38 for garbage trucks to access the outdoor dumpster on this site which will also cause loud noise. <br />39 He anticipated traffic and parking spilling out onto Wilson and 27`h Avenue creating crowding <br />40 and potential safety issues. He did not think any engineering study was done to understand the <br />41 pollution and noise impacts this could have on the neighborhood. He asked the Council to deny <br />42 this project. <br />43 <br />44 Ms. Susan Cox, 2616 27`h Avenue NE, echoed many concerns raised by the residents. She <br />45 understood this lot is considered commercial, but it is very close to residential properties. She <br />46 stated the car wash itself as well as the idling cars is very close to the north lot line where <br />
