2020 Annual Report • Administration • St. Anthony Village, Minnesota 39 Slightly more than one half of all housing units are attached or multifamily in St. Anthony which is higher than most surrounding suburban communities. While multifamily housing takes up comparatively little land, single-family housing occupies nearly half the total land area of the community. The 2040 Comprehensive Plan incorporates housing goals that encourage land use policies reflective of the needs of the market, including single family, mid-density (such as townhouses), and multi-family of various types, including market-rate, affordable, and senior focused projects. In this chart from the 2040 Comprehensive Plan, housing affordability is measured as to the numbers of units available to residents by income level. In the supplemental Housing Study, the City found that St. Anthony’s affordable housing supply was greater than the metro area as a whole, and similar or greater than other suburban communities in the area. That being said, the City remains committed to affordability as an ongoing objective, and considers affordability factors in new housing development on a case-by-case basis. COMPREHENSIVE PLAN In 2020, the City’s efforts at updating the Comprehensive Plan were completed when the Plan was approved by Metropolitan Council, and formally adopted by the City Council. We heard that people love the schools, proximity to the Twin Cities, the quiet, small-town feel, and the city's reputation as a sustainability leader. The community indicated opportunities for change as well. People want more bicycle and pedestrian infrastructure. Sustainability initiatives should continue to be pursued and implemented. Long-time residents should be enabled and encouraged to stay, while enabling and encouraging new people. Housing affordability is an increasing challenge with rents and property values increasing.
