City of St. Anthony <br />CITY COUNCIL WORK SESSION <br /> <br />Minutes <br />February 9, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Staff: <br />Charlie Yunker, City Manager; Nicole Miller, Administrative Services Coordinator; Shelly Rueckert, <br />Finance Director <br />Consultants: <br />None <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Elections Contract: <br />Administrative Services Coordinator Nicole Miller presented the changes to the Ramsey County <br />Elections Contract that would result in the City being unable to host in-person absentee voting at City <br />Hall if the City renews the contract. Residents, including those in Hennepin County, would be able to <br />vote early at designated Ramsey County election centers, which would likely continue to be the New <br />Brighton Community Center. Staff discussed the staff resources that would be needed should the City <br />decide to conduct elections in-house again, and the need for resident education on the change. Council <br />discussed the aspects of renewing versus taking in-house and consensus was to continue the contract. <br />Staff will also ensure resident education is a priority leading-up to the next election. <br />Tennis Courts Financing: <br />Finance Director Shelly Rueckert presented a proposal to finance the tennis courts reconstruction <br />through an inter fund loan from the Utilities Fund and facilitate repayment through the implementation <br />of a small Parks Levy. Council discussed the proposal and gave staff direction to proceed as proposed. <br />Planning Commission Vacancy: <br />Council discussed whether to seek new applications to fill the vacancy, or to return to the pool of <br />applicants from the recent vacancy filling. Council consensus was to inquire of the previous applicants <br />their interest and conduct brief interviews at the next Council Work Session. <br />Future Work Session Dates: <br />Next Work Session will be held on March 9, 2021 at 5:30 p.m.
