Mr. Charlie Yunker <br />March 1, 2021 <br />Page 2 <br />Following the analysis, sound levels were found to exceed the Minnesota state daytime noise <br />standard for the adjacent Kenzington residences and several homes along 27th Avenue NE. The <br />carwash sound levels were also compared with the existing background sound at the proposed <br />site and found to have a potential significant impact over existing conditions. <br />Mitigation to meet state noise standards is recommended. For example, keeping the entry and <br />exit doors closed when power washing and final drying of vehicles would bring carwash sound <br />levels below the state daytime noise standard. Additionally, mitigation of vacuum noise would be <br />necessary to bring sound levels below the state daytime noise standard. <br />Air Quality <br />A qualitative analysis of greenhouse gas (GHG) emission potential from the proposed project was <br />performed in adherence with the MPCA guidelines. <br />Following the analysis, GHG emissions were found to not be of significant impact. Because this <br />project falls well below the threshold, the environmental impact to air quality is expected to be <br />insignificant however, GHG emissions could be lowered by recommending or requiring vehicles <br />to turn off their engines while waiting to enter the carwash, while inside the carwash and while <br />using the vacuums. <br />60
