WSB Engineering Carwash Noise Impact Assessment
David Braslau Associates, Inc.

EXECUTIVE SUMMARY

The proposed Boulevard Autoworks carwash facility in St. Anthony, Minnesota, will be
located on Kenzie Terrace just east of the Kenzington Condominiums. The carwash
building will be oriented east west with the entrance on the west closest to Kenzington
and the exit on the east facing the roadway and commercial land uses.

This report addresses potential sound levels associated with the carwash and how these
could impact adjacent residential land uses. Sound levels are compared with Minnesota
state noise standards and found to exceed the daytime L50 noise standard for the adjacent
Kenzington residences and several homes along NE 27th Avenue.

Background and traffic sound levels were monitored on a Friday afternoon and found to
comply with state noise standards. Carwash sound levels were also compared with the
background and found to have a potential significant impact.

Mitigation to meet state noise standards is recommended to keep the entry and exit doors
closed when power washing and final drying of vehicles. This will bring carwash levels
below the state L50 daytime noise standard.

However, this would not address noise from vacuum units which are outside of the
building Mitigation of vacuum noise by shielding the area was recommended by the city
of St. Anthony but would likely not shield all Kenzington units from sound. An alternate
method to mitigate vacuum noise would enclose only the motors and leave hoses outside
of the enclosure.

64
