CITY OF SAINT ANTHONY VILLAGE <br />HENNEPIN COUNTY, MINNESOTA <br />RESOLUTION 21-039 <br />A RESOLUTION APPROVING A REQUEST FOR A FINAL PLAN STAGE PUD, <br />FOR THE SAINT ANTHONY VILLAGE SENIOR HOUSING PROJECT <br />BY DEVELOPMENT 65, A MULTI -FAMILY RESIDENTIAL PROJECT <br />OF UP 135 DWELLING UNITS AT 2501 LOWRY AVENUE NE <br />WHEREAS, the City of St. Anthony Village received a request from Development 65 LLC for a <br />the St. Anthony Village Senior Housing PUD, redeveloping the subject site from single family <br />residential to a multiple family residential development of up to 135 dwelling units at 2501 <br />Lowry Avenue NE, legally described as follows: <br />See Exhibit A; and <br />WHEREAS, the property consists of approximately 4.25 acres and is located along the east <br />boundary of Stinson Parkway and west boundary of the Urban Grove manufactured home park; <br />and <br />WHEREAS, the property is currently vacant; and <br />WHEREAS, the property is currently zoned R-1, Single Family Residential; and <br />WHEREAS, the project would be consistent with the St. Anthony 2040 Comprehensive Plan <br />related to the conversion of this property from single family residential to multiple family <br />residential use; and <br />WHEREAS, the density of the proposed project 32 units per acre is consistent with the <br />Comprehensive Plan density range for such use; and <br />WHEREAS, the City Council approved the Preliminary Plan PUD, with conditions; and <br />WHEREAS, the applicant has updated the plans per the requirements of the Preliminary Plan <br />PUD approval, subject to final verification upon construction permitting; and <br />WHEREAS, the City Council has considered all of the comments and the staff report, which are <br />incorporated by reference into the resolution; and <br />WHEREAS, the City Council makes the following findings of fact in support of the resolution <br />for approval: <br />1. The property is located in an area of mixed commercial and residential use. <br />2. The proposed improvements to the property are consistent with the character of the <br />neighborhood in which it is located. <br />3. The various aspects of the proposed development are consistent with requirements of the <br />City's high density housing requirements, or are supported by the goals and objectives of <br />
