This is a good 2 <br />development going forward and he is in favor of the project. 3 <br /> 4 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to adopt Resolution 5 <br />21-039; a Resolution approving a request for a Final Plan stage PUD, for the St. Anthony Village 6 <br />Senior Housing project by Development 65, a multi-family residential project of up to 135 7 <br />dwelling units at 2501 Lowry Avenue NE subject to the noted conditions. 8 <br /> 9 <br />Motion carried 4-0. 10 <br /> 11 <br />B. Ordinance 2021-01; an Ordinance amending Title XV of the St. Anthony City Code, 12 <br />known as the zoning ordinance, by establishing the Development 65 PUD district and 13 <br />rezoning the following parcel to said district. 14 <br /> 15 <br />Motion by Councilmember Walker, seconded by Councilmember Jenson, to adopt Ordinance 16 <br />2021-01; an Ordinance amending Title XV of the St. Anthony City Code, known as the zoning 17 <br />ordinance, by establishing the Development 65 PUD district and rezoning the following parcel to 18 <br />said district. 19 <br /> 20 <br />Motion carried 4-0. 21 <br /> 22 <br />VI. GENERAL BUSINESS OF COUNCIL. 23 <br /> 24 <br />A. Resolution 21-040; a Resolution approving the special event permit for a car wash hosted 25 <br />by St. Anthony Girls Golf in the Community Center parking lot April 24, 2021, 10 a.m. 26 <br />to 2 p.m. 27 <br /> 28 <br />Mr. Mike Sholl, Applicant, reviewed the request. He was wanting to include a small food drive 29 <br />at the same time as the car wash. City Manager Charlie Yunker reviewed City Council is 30 <br />requested to consider a resolution to approve a special event permit request from St. Anthony 31 <br />Girls Golf in the Community Center parking lot on April 24, 2021 from 10:00 a.m. to 2:00 p.m. 32 <br />The special event permit is for the use of City property. The inclusion of a small food drive can 33 <br />be included. 34 <br /> 35 <br />Staff has created a special events permit to facilitate gathering event information, department 36 <br />head reviews of event and staff recommendations to the City Council. The special event permit is 37 <br />used if the event fits one or more of the following criteria: 38 <br />• Expected attendance of more than 100 people and open to the general public. 39 <br />• Event is requesting the use of city property and/or street closures. 40 <br />• There will be amplified or pre-recorded music. 41 <br />• There will be the sale of alcoholic beverages. 42 <br /> 43 <br />Staff has reviewed the request and recommends approval. 44 <br /> 45 <br />14
