This is a good <br />development going forward and he is in favor of the project. <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to adopt Resolution <br />21-039; a Resolution approving a request for a Final Plan stage PUD, for the St. Anthony Village <br />Senior Housing project by Development 65, a multi -family residential project of up to 135 <br />dwelling units at 2501 Lowry Avenue NE subject to the noted conditions. <br />Motion carried 4-0. <br />B. Ordinance 2021-01; an Ordinance amending Title XV of the St. Anthony City Code, <br />known as the zoning ordinance, by establishing the Development 65 PUD district and <br />rezoning the following parcel to said district. <br />Motion by Councilmember Walker, seconded by Councilmember Jenson, to adopt Ordinance <br />2021-01; an Ordinance amending Title XV of the St. Anthony City Code, known as the zoning <br />ordinance, by establishing the Development 65 PUD district and rezoning the following parcel to <br />said district. <br />Motion carried 4-0. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 21-040; a Resolution approving the special event permit for a car wash hosted <br />by St. Anthony Girls Golf in the Community Center parking lot April 24, 2021, 10 a.m. <br />to 2 p.m. <br />Mr. Mike Sholl, Applicant, reviewed the request. He was wanting to include a small food drive <br />at the same time as the car wash. City Manager Charlie Yunker reviewed City Council is <br />requested to consider a resolution to approve a special event permit request from St. Anthony <br />Girls Golf in the Community Center parking lot on April 24, 2021 from 10:00 a.m. to 2:00 p.m. <br />The special event permit is for the use of City property. The inclusion of a small food drive can <br />be included. <br />Staff has created a special events permit to facilitate gathering event information, department <br />head reviews of event and staff recommendations to the City Council. The special event permit is <br />used if the event fits one or more of the following criteria: <br />• Expected attendance of more than 100 people and open to the general public. <br />• Event is requesting the use of city property and/or street closures. <br />• There will be amplified or pre-recorded music. <br />• There will be the sale of alcoholic beverages. <br />Staff has reviewed the request and recommends approval. <br />
