City Council Regular Meeting Minutes <br />April 13, 2021 <br />Page 6 <br />1 St. Anthony -New Brighton School District and the City of St. Anthony for Elections Services in <br />2 2021 — 2026. Staff is recommending approval. <br />3 <br />4 Ramsey County would now handle all in person absentee voting. Ramsey County will provide in <br />5 person absentee voting locations for St. Anthony voters. The significant change for residents <br />6 will be in-person absentee voting will no longer occur at City Hall. Voters will still have the <br />7 same options for voting, including voting absentee by mail, voting in person absentee at a <br />8 Ramsey County early voting center, and voting on election day at their St. Anthony voting <br />9 precinct. The cost for 2021 through 2022 would be $57,960 for the City share and $3,845.33 for <br />10 the School District share. Ramsey County is standardizing the contract for all Cities. Absentee <br />11 voting would be held at the New Brighton Community Center. The City always has the option <br />12 of exiting the contract. <br />13 <br />14 Councilmember Jenson stated he was surprised about the division of the cost and asked why the <br />15 School District would have a share. Mr. Yunker stated the City assists with School Board <br />16 elections. <br />17 <br />18 Mayor Stille stated he believes the division of cost is not appropriate and asked Staff to look at <br />19 that to see if it is equitable. <br />20 <br />21 Motion by Councilmember Walker, seconded by Councilmember Webster, to adopt Resolution <br />22 21-041; a Resolution approving the agreement with Ramsey County for election services 2021- <br />23 2026. <br />24 <br />25 Motion carried 4-0. <br />26 <br />27 D. I' Quarter Goals Update. <br />28 <br />29 City Manager Charlie Yunker provided an update on the St. Anthony Goals Chart 2021 Strategic <br />30 Initiatives in detail along with a written update. <br />31 <br />32 Councilmember Webster thanked Mr. Yunker for his overview. She asked if a report to the <br />33 Council on the GARE initiatives could be made. <br />34 <br />35 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />36 <br />37 City Manager Yunker stated May 1, 2021 will be clean-up day within the City from 9:00 a.m. — <br />38 12:00 p.m. The Council had approved a Joint Powers Agreement with Metro High Net and Mr. <br />39 Yunker is part of the executive board for that entity. <br />40 <br />41 Councilmember Webster had no report. <br />42 <br />43 Councilmember Walker stated he was asked to speak at Faith United Methodist Church on <br />44 March 28, 2021. The topic was Racial Justice in St. Anthony. <br />45 <br />
