<br /> <br />MEMORANDUM <br /> <br /> <br />To: Mayor Stille and St. Anthony City Council <br />From: Stephen Grittman, City Planner <br />Date: City Council Meeting – May 25, 2021 <br />NAC Project No. 323.01 – 20.06 <br />Request: Request for Minor Subdivision (Lot Combination) <br />Property PID: 06-029-23-22-0089 <br />Property Address: 3632 Roosevelt Street NE <br /> <br /> <br />STAFF RECOMMENDATION <br />The applicant is requesting a combination of two existing parcels, zoned R-1, Single Family <br />Residential. The current use is a single family home. The property formerly contained a <br />detached garage in the rear yard that was destroyed by fire. In reviewing the proposed rebuild, <br />it was discovered that the property consists of two separate parcels of record, with the <br />boundary line running through the original (and proposed rebuilt) garage location. <br /> <br />Due to building code issues, the garage would not be able to meet building code requirements <br />(or zoning setbacks) due to the lot line. To remedy the property condition, and accommodate a <br />rebuild of the garage, the lots must be combined into a single parcel. Under the current <br />certificate of title, the applicant has indicated that Hennepin County treats the property as a <br />single parcel; however, the parcels are shown separately on the County’s website. This <br />combination process is necessary to correct the problem and qualify the lot for building permit. <br /> <br />As discussed in the Analysis below, planning staff believes that the tests for “reasonable use” <br />and the exceptions to the full platting requirement are present to qualify the request for a <br />minor subdivision. Staff recommends approval of the combination as proposed. <br /> <br />Minor subdivisions may proceed directly to the City Council for consideration, without a <br />requirement for Planning Commission review or public hearing. <br />GENERAL INFORMATION <br />Applicant: Diana Lea-Kahle <br />Owner: Diana Lea-Kahle <br />17
