City of St. Anthony <br />JOINT CITY COUNCIL & PLANNING COMMISSION WORK SESSION <br /> <br />Minutes <br />July 13, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember <br />Staff: <br />Charlie Yunker, City Manager, Nicole Miller, Administrative Services Coordinator, Shelly Rueckert, <br />Finance Director <br />Guests: <br />Katie Engman, ANSR, Gene Nichols, Menthol Coalition <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Ordinance Prohibiting the Sale of Flavored Tobacco: <br />Katie Engman presented the draft ordnance as recommended by the Public Health Law Center. Council <br />discussed typical implementation timeline and best practices for communicating with residents. Council <br />discussed further revisions to section 111.050, and get an update on neighboring communities. <br />Mayor Stille discussed another course of action to eliminate the conditional use of tobacco <br />establishments. And monitor the FDA’s progress on menthol. Councilmember Jenson discussed <br />addressing this topic at the City’s next Goal Setting session. <br />Financial Services for Nine North: <br />Shelly Rueckert presented the request of Nine North for financial services and the staff’s plan to <br />accommodate the request. Council discussed the need to ensure the staff has capacity and does not put <br />the City at risk. Staff is confident they can provide the services and maintain all operations smoothly. <br />Communication Plan: <br />Nicole Miller presented the draft Communications Plan and background of how the plan was developed. <br />Council discussed the plan and consensus was it captured the Council’s vision on the City’s <br />communication function. Staff will use and modify the plan on an ongoing basis to help facilitate City <br />communications. <br />Parks Commission Vacancy: <br />Council discussed the approach to fill the opening and directed staff to fill during the regular application <br />process for the regularly expiring terms. <br />Future Work Session: <br />Council will hold its next work session on August 10th, at 5:30pm in the Council Chambers.
