City of St. Anthony <br />JOINT CITY COUNCIL & PLANNING COMMISSION WORK SESSION <br /> <br />Minutes <br />August 10, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember <br />Staff: <br />Charlie Yunker, City Manager, Shelly Rueckert, Finance Director <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />2022 General Fund Budget & Levy: <br />Shelly Rueckert presented the updated 2022 General Fund Budget & Levy being proposed by staff. Staff <br />discussed the factors that have refined the numbers and has led to a projected range of a 3.85% - 4.80% <br />levy increase to propose. Staff asked for direction on the high end of the proposed range to certify the <br />preliminary levy, as it can do down from the preliminary number, but not exceed. <br />Council asked questions regarding the range of expected cost of living (COLA) increases that changed <br />from the June 8, 2021 work session. Staff discussed that further information was gathered on expected <br />COLAs among the City’s peers, and that is expected to be in the 3.0%+ range. <br />Council gave staff direction to utilize the 4.80% as a preliminary levy. Staff will continue to refine the <br />budget numbers and continue to report as the process moves forward. <br />Fund Balance Policy: <br />Shelly Rueckert presented the proposal to increase the City’s fund balance policy, as discussed at a <br />previous work session, and some proposed fund transfers. Staff brought it forward again as a refresher <br />before bringing it to a regular meeting for approval. Council reaffirmed its agreement with the proposal <br />for the fund balance policy and transfers, and asked staff to bring it to a regular meeting when ready. <br />Just Deeds Participation: <br />Charlie Yunker presented the staff plan for participation in the Just Deeds Project. Staff researched with <br />Just Deeds and a participating city how the process works and the staff time needed. Staff described the <br />process, and affirmed that there is capacity to handle applications from residents. Staff will also include <br />information in the City newsletter and social channels that the resource is available and include <br />education around the topic of racially restrictive covenants. <br />Next step is to bring a resolution to the Council for formal adoption of participation. Council supported <br />participation and asked staff to bring it to a regular meeting when ready. <br />Future Work Session: <br />Council will hold its next work session on September 14th, at 5:30pm in the Council Chambers.
