City of St. Anthony <br />JOINT CITY COUNCIL & PARKS & ENVIRONMENTAL COMMISSION WORK SESSION <br /> <br />Minutes <br />August 30, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Wendy Webster, Councilmember and Jan Jenson, Councilmember <br />Parks & Environmental Commission <br />Therese Bellinger, Chair; James Niemi, Vice Chair; Michael Guest, Commissioner; Renee Reed, Commissioner <br />Absent: <br />Bernard Walker, Councilmember; Thomas Randle, Councilmember <br />Staff: <br />Charlie Yunker, City Manager, Jeremy Gumke, Public Works Director, Mark Sitarz, Fire Chief, Richard <br />Sonterre, Code Enforcement Official <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Goal Setting Recap: <br />Mayor Stille discussed the annual goal setting process and reviewed items from the Pyramid that relates <br />to work the Parks & Environmental Commission. <br />Aesthetics vs Pollinators: <br />Staff presented background information on challenges being faced in applying City code for <br />maintenance of yards while balancing the desires and City commitment to sustainability. Council and <br />Commission discussed the various aspects of pollinator friendly yards and the need to respect desires <br />for traditional lawns as well. General direction to staff was to continue to educate homeowners on <br />pollinator practices and continue the discussions with the commission for any future recommendations <br />on adjusted code language. <br />Goals for Biking/Walking Routes: <br />Staff presented background information on the language in the City’s Comprehensive Plan around biking <br />and walking, as well as neighborhood desires for walking paths and additional green space in the city. <br />Council and Commission discussed the history around Grand Rounds planning and sidewalk expansion. <br />Council indicated a desire to resume discussion with the Minneapolis Park Board in regards to the Grand <br />Rounds. General direction to staff was to explore additional, designated biking/walking paths in the city <br />to connect destinations. <br />Adjournment: <br />The meeting adjourned at 7:08 p.m. <br /> <br />Respectfully submitted by Charlie Yunker, City Manager.
