project is the ability to perform many routines remotely, monitor utilities systems and monitor <br />security at park shelters. Prior to contracting for further installations, the needs and matching <br />results will be fully vetted as producing time and cost savings. <br /> <br />Future considerations for Utilities Infrastructure Fund: <br /> <br /> The Utilities Infrastructure currently has a sufficient fund balance to support the <br />programmed equipment replacement through the 2030’s. Water and Sewer operating <br />fund transfers are projected to begin in 2024 to support future capital needs. Annual <br />adjustments to water and sewer rates will ensure that operating transfers are available. <br />Connection fees are planned to an additional revenue sources for Utilities Infrastructure <br />fund. Connection fees have been included in the Utilities Infrastructure fund for 2021 <br />and prospectively. <br /> <br /> The 2022 Plant components assessment will aid in informing the necessary capital <br />expenditure items and timing of the same. <br /> <br />Stormwater Fund (pages 27-28) <br /> <br /> A placeholder for an Industrial Park flooding mitigation has moved to 2030, anticipating that <br />redevelopment will not occur until a later date. <br /> <br /> At the current time the City Engineer is assessing the scope of work required for Harding Pond <br />stormwater maintenance project proposed for 2022. Harding Pond was a flood mitigation <br />project built in the early 2000’s in response to a July 1999 flood event. At that time Harding <br />Pond was designed to accommodate a 100-year flood event. Maintenance needs are <br />evaluated at approximately the 20-year mark to determine if the existing flood capacity, given <br />silt build-up, is still adequate. The $272,000 project anticipates addressing a capacity issue. <br />The project cost maybe revised based on further Engineer findings. <br /> <br /> Updated cost estimates and timing needs for the remaining ponds will be developed by the City <br />Engineer in late 2021 or early 2022. The remaining ponds are not considered due for <br />maintenance until 2025 or later. <br /> <br /> Equipment replacement: <br /> <br /> The Street Sweeper was replaced as in 2021. <br /> A repair of a failed stormwater pipe along 33 rd Ave was completed as part of the 2021 <br />street project. This project will resolve localized minor flooding during heavy rains that <br />has occurred over the last several years. <br /> The 2021 replacement of lighting at Water re-use was deferred to 2022. LED lighting will <br />be installed for energy savings. Fountains/recycling pumps are also due for replacement. <br /> <br />Future considerations for Storm Water Fund: <br /> <br /> The Storm Water fund currently has a sufficient fund balance to support the scheduled <br />replacement throughout 2022-2038 time-frame.
