 No significant Water/Sewer equipment purchases are scheduled for 2022. Water infrastructure <br />improvements for 2022 including the water tower rehab and painting project. These costs will <br />be fully funded with American rescue act funds. Funding proceeds and costs have been <br />excluded from this budget as they will be tracked separately. <br /> <br /> Significant purchases for Water treatment plant components are reflected as occurring in 2022- <br />2025. Staff has proposed a 2022 Plant components assessment be performed by a third-party <br />subject matter expert. A placeholder of $35,000 has been included in the capital budget. The <br />amount reflects the complexities of three separate water treatment processes employed by <br />the City. <br /> <br /> A place holder of $100,000 to complete the planned Fiber connections and to upgrade lift <br />station SCADA systems has been included in the 2022 plan. The intended outcome of this <br />project is the ability to perform many routines remotely, monitor utilities systems and monitor <br />security at park shelters. Prior to contracting for further installations, the needs and matching <br />results will be fully vetted as producing time and cost savings. <br /> <br />Future considerations for Utilities Infrastructure Fund: <br /> <br /> The Utilities Infrastructure currently has a sufficient fund balance to support the <br />programmed equipment replacement through the 2030’s. Water and Sewer operating <br />fund transfers are projected to begin in 2024 to support future capital needs. Annual <br />adjustments to water and sewer rates will ensure that operating transfers are available. <br />Connection fees are planned to an additional revenue sources for Utilities Infrastructure <br />fund. Connection fees have been included in the Utilities Infrastructure fund for 2021 <br />and prospectively. <br /> <br /> The 2022 Plant components assessment will aid in informing the necessary capital <br />expenditure items and timing of the same. <br /> <br />Stormwater Fund <br /> <br /> A placeholder for an Industrial Park flooding mitigation has moved to 2030, anticipating that <br />redevelopment will not occur until a later date. <br /> <br /> At the current time the City Engineer is assessing the scope of work required for Harding <br />Pond stormwater maintenance project proposed for 2022. Harding Pond was a flood <br />mitigation project built in the early 2000’s in response to a July 1999 flood event. At that <br />time Harding Pond was designed to accommodate a 100-year flood event. Maintenance <br />needs are evaluated at approximately the 20-year mark to determine if the existing flood <br />capacity, given silt build-up, is still adequate. The $272,000 project anticipates addressing a <br />capacity issue. The project cost maybe revised based on further Engineer findings. <br /> <br /> Updated cost estimates and timing needs for the remaining ponds will be developed by the <br />City Engineer in late 2021 or early 2022. The remaining ponds are not considered due for <br />maintenance until 2025 or later.
