REQUEST FOR COUNCIL CONSIDERATION <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:December 14, 2021 City Council Meeting <br />Resolution:Ratifying the 2021-2024 Agreement between the International Union of Operating Engineers <br />Local No. 49 AFL-CIO Representing the Saint Anthony Public Works Department Employees and <br />the City of Saint Anthony Village <br />BACKGROUND <br />In front of you this evening is a resolution ratifying the contract agreement with the public works union. This is a <br />three (3) year contract with the St. Anthony Public Works Department’s employees. Cost of Living Adjustment <br />(COLA) is set for the first two years with a reopener for wages only in the third year. Health insurance premium <br />changes will be split equally between City and employees. <br />The union requested additional market adjustments to ensure that all positions were at a comparable level to <br />the department’s peers. Management compared the current wages to peer cities and found the request to be <br />justified, and appropriate market adjustments were made. The union also agreed to implement a step system to <br />the Crew Leader positions to help the city absorb wage increases in the future as those positions change over <br />due to anticipated retirements. <br />Summary of changes in the contract terms: <br />Wages: <br />2022 2023 2024 <br />Market Adjustments: <br />2022 2023 <br /> COLA 3.0%3.0%Reopener Maintenance Worker $.50 $.50 <br />Water And Sewer $.25 $.25 <br />Maintenance Worker III (HEO)$.50 $.50 <br />Streets and Parks Lead-Top Scale $1.50 $1.50 <br />Water and Sewer Lead-Top Scale*$2.00 $2.00 <br />Mechanic $1.50 $1.50 <br />*New Water and Sewer Crew Leader category was created and step scale implemented for both lead positions <br />Holidays: <br />Annual floating holiday was replaced with Indigenous Peoples Day on the 2nd Monday of October <br />RECOMMENDATION <br />Staff recommends approval of ratifying the 2021-2024 Agreement between the International Union of Operating <br />Engineers Local No. 49 AFL-CIO Representing the Saint Anthony Public Works Department Employees and the <br />City of Saint Anthony Village <br />163
