City Council Regular Meeting Minutes <br />November 23, 2021 <br />Page 5 <br />1 all levels of stormwater charges. The historical impact on a residential single-family user was <br />2 provided. <br />3 <br />4 A rate survey of neighboring communities was provided for Council consideration as well as the <br />5 Impacts by Tier Levels showing the impact of the recommended rates on a residential customer <br />6 at each tier level. <br />7 <br />8 Councilmember Webster asked if at some point Council may want to discuss how we can <br />9 encourage our residents to use less water. Mayor Stille stated the DNR has suggested the water <br />10 rates we are using. Sustainability is in the City’s Mission Statement. There is always more that <br />11 can be done. <br />12 <br />13 Councilmember Jenson mentioned the Mayor’s Water Challenge. Mayor Stille suggested we do <br />14 a better job of marketing that challenge this year. Councilmember Jenson suggested that be <br />15 discussed at Goal Setting. <br />16 <br />17 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve second <br />18 reading of Ordinance No. 2021-05 An Ordinance Amending Multiple Sections of Chapter 33 <br />19 Sewer, Water, License and Permit Fees, Storm Water Facilities. <br />20 <br />21 Motion carried 5-0. <br />22 <br />23 VII.REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />24 <br />25 City Manager Yunker stated today Staff hosted the Student’s in Government Program from St. <br />26 Anthony High School. The Mayor for a Day Essay Contest information can be found on <br />27 LMC.org website. Mayor Stille noted grades 4-6 students that are home-schooled are eligible to <br />28 enter. <br />29 <br />30 Councilmember Webster thanked City Staff for putting together this day of learning for the high <br />31 school students. <br />32 <br />33 Councilmember Randle stated on November 12, he attended the Sports Booster’s meeting. On <br />34 November 14, he attended the Sister Cities annual meeting. He gave kudos to Mayor Stille for <br />35 writing a letter to the Governor’s Office about their upcoming trip to Finland. On November 15 <br />36 and 16, he attended the Council work sessions. <br />37 <br />38 Mayor Stille stated when he heard the Governor was going to Finland and Britain for a trade <br />39 mission, he immediately thought about the Sister City in Salo, Finland. They were able to get a <br />40 seat at the table during the visit. <br />41 <br />42 Councilmember Jenson stated on November 12, he attended the Ramsey County Local League of <br />43 Governments and Executive Board meetings. Last week, he attended the work session meetings. <br />44 <br />45 Councilmember Walker stated he attended the November 15-16 work sessions. <br />46 <br />21
