AP Terms <br />Constituents: are the members of a specific district. Our school group were constituents of the city council and <br />mayor. <br />Federalism: distributes power between a central government and sub divisional government. The jobs of the <br />city council at an example of a subdivisional government given power by a central government. <br />Partisan: is a strong supporter of a political party. Saint Anthony's city council members are non-partisan. <br />Bureaucracy: made up of non-elected people who make import decisions in a community. Saint Anthony's park <br />department employees are an example of this. <br />A social contract: is an agreement between people to work for the best of the community. Saint Anthony's city <br />council members operate under this. <br />9
