1/7/2022
6
Police Department
MENTAL HEALTH RESPONSE ACT
Work with the Minnesota Chiefs of Police Association (MCPA) in support of legislation to fund
multi-jurisdictional co-responder programs or Embedded Social Workers. Additionally, the
MCPA supports making changes to current policy and practices to better share information
amongst first responders, medical professionals, and human services representatives – school
districts. The goal is to improve the response to, and outcomes of, mental health calls for service.
Strengthen and support the community caseworker initiative we have implemented.
OFFICER WELLNESS
Work with the Minnesota Chiefs of Police Association (MCPA) in support of legislation that
would provide Law Enforcement agencies with training for emotional resiliency and
understanding of responder trauma. This legislation would create support groups, mental health
checks and therapy, suicide prevention, awareness, and family support. Strengthen and support
the three pronged wellness approach we have implemented.
Police Department
STAFFING
The PD is looking to create a hiring and staffing plan as we look to fill full time licensed patrol
staffing needs. We anticipate challenges associated with identifying eligible and qualified
candidates due to labor market shortages and dramatic reduction in law enforcement candidates
enrolling in approved training courses at state colleges and technical schools. Compounding the
challenge, we are aware of many small, medium and large Law Enforcement (LE) throughout
Minnesota and nationally that are facing this same dilemma. In other words, we must be willing
to be creative in our approach, as many other agencies are offering attractive signing bonuses to
prospective candidates, as well as lateral signing bonuses and other pay incentives for
experienced officers who wish to laterally transfer from one agency to another
