It may involve all City departments, Hennepin and Ramsey <br />counties, the State of Minnesota, the federal government, and other emergency service <br />organizations. The City’s Emergency Communications Plan establishes policies for the effective <br />development, coordination and dissemination of crisis information to the public, media, <br />City-elected officials, and St. Anthony’s employees.
