MEMORANDUM <br />To:Mayor Still and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:City Council Regular Meeting for January 25, 2022 <br />NAC File No:323.01 – 21.13 <br />Request:Request for a Conditional Use Permit for an electronic (digital display) sign <br />for St. Anthony Village High School at 3303 33rd Ave NE <br />BACKGROUND AND STAFF RECOMMENDATION <br />The applicant is proposing to upgrade an existing ground sign for message displays located at 3303 33rd <br />Ave NE. The ground sign is located along the south side of the building, adjacent to 33rd Ave NE. <br />Because a portion of the sign includes an electronic digital display, the sign requires a Conditional Use <br />Permit pursuant to Section 155.29 of the City’s Sign Ordinance. <br />The Planning Commission reviewed the request at a public hearing on December 21, 2021. Public input <br />related to concerns over the School District’s use of funding for the sign. A representative of the District <br />reported to the Commission that the existing sign had been in place for a period longer than its <br />projected useful life, and was no longer functional. The representative further indicated that the <br />requirements for compliance imposed by the Code, and mentioned in the staff report, would be met, <br />including the required black background.
