MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:March 8, 2022 City Council Work Session <br />Request:Organized Collection Request for Proposals (RFP) <br />BACKGROUND <br />At the 2022 Goal Setting session, Council discussed their priorities for the City’s next organized collection <br />contract. Through that discussion the below items were identified to he included/revised from the previous RFP: <br />Curbside organics collection <br />Weekly recycling collection <br />Seek proposals from a single hauler to service the whole City <br />The Council also expressed a desire to review the RFP at a work session to further discuss priorities before <br />releasing the RFP. <br />Subsequently, staff held the annual meeting with our current haulers of Republic Services, Walter’s Recycling <br />and Refuse, and Waste Management. During that conversation the haulers expressed interest in maintaining the <br />three-hauler arrangement, but acknowledged the Council’s desire to consider a single-hauler arrangement. <br />The haulers also discussed the challenges with organics in the Hennepin County portion of the City and the <br />impacts of additional trucks for separate organics collection. They also advised that an opt-in option for <br />residents tends to realize low usage, and an opt-out option with everyone paying for the service but the option <br />to opt-out of receiving the service approach tends to be more cost efficient for both the haulers and the <br />residents overall. <br />Attached is the draft RFP for review and feedback, as well as the draft contract which will be reviewed and <br />revised based on the outcome of the RFP process. <br />DISCUSSION ITEMS FOR COUNCIL FEEDBACK <br />Below are the specific items for discussion and feedback: <br />Does the Council have any revisions to the RFP? <br />Other considerations for staff? <br />ATTACHMENTS: <br />Draft RFP <br />Draft Contract
