Page 1 <br />CONTRACT <br />FOR RESIDENTIAL SOLID WASTE AND RECYCLING SERVICES <br />Contract No. _______ <br />This Contract is made this day of 20 , by and between the City of <br />St. Anthony, a Minnesota municipal corporation (“City”) and, , a <br />Minnesota corporation (“Contractor”). <br />In consideration of their mutual covenants, the City and Contractor agree as follows: <br />CITY Priorities: <br />Allocate Adequate Staff Resources <br />Saint Anthony will continue to assure adequate City staff resources are tasked with solid <br />waste management responsibilities, including Recycling programs and services. <br />Assure All Residents Have Adequate Refuse and Recycling Services <br />The City will enhance the monitoring of Refuse and Recycling systems provided to <br />residential dwellings to assure all residents have adequate services as required by <br />Minnesota state law and Hennepin and Ramsey County policies. <br />Enhance Coordination Among Government Agencies <br />The City will optimize the use of Hennepin and Ramsey County resources and continue to <br />coordinate public education programs and services with the counties and other agencies. <br />Enhance Public Education and Awareness <br />The City will use public education as an essential strategy to achieve improved waste <br />reduction and Recycling. <br />Improve Hauler Reporting Systems <br />The City will better account for waste and Recycling tons and participation to benchmark <br />success and comply with state and county reporting requirements. <br />Improve Recycling, Composting and Waste Reduction <br />In compliance with county requirements, the City will seek continuous improvements in <br />Recycling and related programs. In the future, this may also include separate Collection <br />services for food waste/organics. <br />Improve Standardization Of Service Options <br />Residents should be allowed a series of standardized Collection service options that best fit <br />their individual household needs including (but not limited to): Refuse service levels; Yard <br />Waste Collection; Walk-Up (aka “garage side”) Service; and large Bulky Waste Collections. <br />Improve Value Of Services <br />The City will strive to increase the value of solid waste and Recycling services for residents <br />and businesses without increasing costs to ratepayers. The City will be a good steward of <br />taxpayer resources. If possible, average or city-wide costs to residents should decrease and
