March 8, 2022 <br />Page 3 <br />For these reasons, the Commission voted unanimously to recommend denial of the <br />proposed Comprehensive Plan amendment. It’s action was supported by findings <br />suggesting that the City’s recently adopted Comprehensive Plan does the best job of <br />reflecting the City’s land use policy in the long run, and that while the property owner had a <br />property right in re-establishing the manufactured home park, the land use plan would <br />accommodate a higher density consistent with the various chapters of the Comprehensive <br />Plan, including those noted above. <br />Finally, the Commission noted that in resolving any conflict between the Comprehensive <br />Plan and the Zoning Map, a change to the Zoning would be the more appropriate path, <br />better reflecting the direction of the City’s duly adopted land use policy. While this would <br />be the recommended path, no hearing or other formal steps were taken to affect the <br />zoning map revisions for the time being. <br />2.Background <br />The applicant is requesting that the City re-guide the subject property from High Density <br />Residential to Low Density Residential, a change to the 2040 Comprehensive Plan. The <br />parcel in question is shown on the zoning map below left, and the 2040 Future Land Use <br />map, below right. The property consists of approximately 11 acres after the subdivision of <br />the westerly 4+ acres for development of a senior housing project. <br />Zoning Map 2040 Future Land Use Map <br />The 2040 Comprehensive Plan describes High Density Residential as a land use category <br />that would expect to the developed at densities between 20 and 40 units per acre. The Low <br />Density Residential category is expected to be developed at densities between 2 and 4 units <br />per acre. The plan includes a “Medium Density” category with a range from 4 to 20 units <br />per acre. <br />The applicant seeks a Low Density designation as being consistent with the long-standing <br />zoning of the property as R-1, Single Family Residential. For clarity, it is important to note <br />the differences between Land Use designation and zoning. <br />27
