City Council Regular Meeting Minutes <br />February 22, 2022 <br />Page 5 <br />1 <br />2 City Manager Yunker reviewed during the annual goal setting in January 2021, the City Council <br />3 and Staff identified an objective of exploring community surveys to help inform decisions. The <br />4 use of community surveys will not replace the current community engagement efforts but will <br />5 add an additional tool for Council and Staff to use in the decision-making process. Staff has <br />6 researched vendors, and recommends using POLCO community engagement platform to conduct <br />7 the National Community Survey (NCS) and utilize other community engagement surveys offered <br />8 by POLCO as Staff deems appropriate. <br />9 <br />10 The National Community Survey (NCS) evaluates the “livability” of St. Anthony. The phrase <br />11 “livable community” is used to describe a place that is not simply habitable, but that is desirable. <br />12 Great communities include partnerships between government, private sector, community <br />13 organizations, and residents. The NCS captures residents’ opinions on the following ten facets of <br />14 community: <br />15 Economy <br />16 Mobility <br />17 Community Design <br />18 Utilities <br />19 Safety <br />20 Natural Environment <br />21 Parks and Recreation <br />22 Health and Wellness <br />23 Education, Arts and Culture <br />24 Inclusivity and Engagement <br />25 <br />26 Based on the questions asked, both Council and Staff can use the results for strategic planning, <br />27 operations planning, and evaluation of comparisons to other cities to gauge how St. Anthony <br />28 compares to other local or national communities in determining trends. <br />29 <br />30 A copy of a new policy regarding the use of community surveys was provided for City Council <br />31 consideration. The purpose of this policy is to layout the purpose of using surveys, frequency of <br />32 the National Community Survey (NCS), community engagement benefits, and how the results of <br />33 the surveys will be utilized. National Survey sample questions were also provided. <br />34 <br />35 Councilmember Webster thanked Mr. Yunker and Ms. Miller for their work on researching <br />36 options, presenting options to Council to enable an informed decision. <br />37 <br />38 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution <br />39 22-023 – Approving the Enterprise Services Agreement with Polco for Conducting the St. <br />40 Anthony Village Community Survey. <br />41 <br />42 Motion carried 5-0. <br />43 <br />D.44 Resolution 22-024 – Approving Community Survey Policy. <br />45 <br />7
