MEMORANDUM <br />To:Mayor Stille and St. Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:April 7, 2022 <br />Meeting Date:April 12, 2022 <br />NAC Project No.323.02 – 22.01 <br />BACKGROUND AND ANALYSIS <br />This memorandum provides background for the upcoming City Council work session addressing several <br />general sections of the current City Code. First is the C, Commercial District. Second is the L-I, Light <br />Industrial District. . The changes are based on the discussions held beginning initially in February <br />through the March Planning Commission meetings (for the zoning district materials). Combined this <br />these are a set of materials for sections of the code related to the planting and maintaining of <br />naturalized yards in the community. These materials grew from meetings with the Parks and <br />Environmental Commission, most recently in March. <br />Also included in this packet are materials related to swimming pool regulations and waste/refuse <br />handling materials. The material provided for these sections includes the staff memorandum and <br />updated text changes that the Planning Commission recommended following a public hearing in <br />December. <br />The zoning district and vegetation material is presented as a table-form list of proposed amended <br />language for the three categories of material. For easier reference, the commercial section includes a <br />red-coded column, the industrial section uses a purple-coded column, and the vegetation section <br />incorporates a green-coded column. <br />The table includes the original or current code language in black, with proposed changes in redline. Text <br />that is proposed to carryover from the existing code is referenced in the second column. The third <br />column includes changes to each of the proposed sections highlighted as noted above. The fourth <br />column provides some commentary explaining the purpose of the changes (or in a few cases, why no <br />change is proposed). Information in this section that was added as the Planning Commission discussion <br />proceeded is bolded for additional background. <br />It is not expected that the boundaries of these districts would be affected. The Comprehensive Plan’s <br />recommendations are to retain the existing zoning pattern, with the primary change being a <br />consideration of integrating more residential development into the commercial zones. <br />In the material below, we have provided the relevant Comprehensive Pan language, and the two zoning <br />districts for review, along with the table-form amendments as noted above.
