City of St. Anthony
CITY COUNCIL WORK SESSION
Minutes
March 8, 2022
Present:
Mayor & Council
Randy Stille, Mayor, Thomas Randle, Councilmember, Wendy Webster, Councilmember and Jan Jenson,
Councilmember, Bernard Walker, Councilmember
Staff:
Charlie Yunker, City Manager, Nicole Miller, Assistant to the City Manager
Call to Order:
Mayor Stille called the Work Session to order at 5:45 p.m.
Organized Collection Request for Proposals (RFP):
City Manager Yunker reviewed the staff memo on the progress of preparing the RFP. Staff integrated
Council input from Goal Setting into the existing RFP that was drafted previously, but not utilized when
the decision was made to extend the existing contract instead.
In the meantime since Goal Setting, staff held a routine annual meeting with the waste haulers and
Council thoughts were conveyed at that time around a single-hauler contract, curbside organics and
exploring the possibility of weekly recycling service.
Council discussed the draft RFP and provided input for corrections to the current service level table,
options for frequency of recycling and waste collection, specifying city references, and requesting
information on environmental impact and efforts to minimize, including the number of trucks utilized.
Council also determined that they City would only consider a single-hauler arrangement.
Staff will incorporate those correction and feedback and release the RFP when ready. Staff expects that
to take place within the next 60 days. Council did not desire to review the RFP before release. Staff will
update the Council as the process moves forward. Next step will be to review the proposals received at
a future Work Session.
Future Work Sessions:
Next Work Sessions will be held on April 12th, 2022, at 5:45pm in the Council Chambers.
Adjournment:
The meeting adjourned at 6:19 p.m.
Respectfully submitted by Charlie Yunker, City Manager.
