City Council Regular Meeting Minutes <br />March 22, 2022 <br />Page 2 <br />1 A. 2022 Street and Utility Improvement Projects <br />2 <br />3 Mayor Stille noted he lives in the area of the projects and the City Attorney deemed there to be <br />4 no conflict of interest and Mayor Stille will participate in the discussion and vote. <br />6 City Engineer Justin Messner reviewed Council is requested to consider three resolutions. A <br />7 resolution calling for a public hearing to be held on April 26, 2022 at 7:00 p.m. for the 2022 <br />8 Street and Utility Improvement Project; a resolution declaring the cost to be assessed and <br />9 ordering preparation of proposed assessments for the 2022 Street and Utility Improvement <br />10 Project in the amount of $492,700; and a resolution calling for a public hearing to be held on <br />11 April 26, 2022 at 7:00 p.m. on the proposed assessments for the 2022 Street and Utility <br />12 Improvement Project. <br />13 <br />14 A PowerPoint presentation was provided by Mr. Messner for Council review. The location of the <br />15 proposed street & utility improvement project is on Rankin Road (33 d Avenue NE to 315f <br />16 Avenue NE). The locations of the proposed mill and overlay improvement project are on <br />17 Crestview Drive (29 h Avenue to 31' Avenue), Armour Terrace (Silver Lake Road to Crestview <br />18 Drive), Bell Lane (Armour Terrace to Crestview Drive), East Gate Road (Crestview Drive to <br />19 Rankin Road), Coolidge Street Alley (Murray Avenue to 29t° Avenue), Murray Ave/St. Anthony <br />20 Blvd. Alley (Wilson Street to Coolidge Street) and 29"' Ave/St. Anthony Blvd Alley (bounded <br />21 by 29°i Avenue, Roosevelt Street, St. Anthony Boulevard, and Stinson Boulevard). Maps <br />22 showing the locations were displayed. <br />23 <br />24 The engineer's estimate is $2,043,366.50. Six bids were received as of February 2, 2022 between <br />25 $2,123,247.60 - $1,650,126.01. The low bid was from McNamara Contracting for <br />26 $2,123,247.60. Mr. Messner reviewed the project costs/funding breakdown indicating the <br />27 portions to be assessed. Mr. Messner noted the bids were higher than the engineer's estimate due <br />28 to inflation. The Project Schedule was reviewed. <br />29 <br />30 Residents can sign up for notifications on the City's website. <br />31 <br />32 Councilmember Webster thanked Mr. Messner and referred to the engineer's estimate vs. the <br />33 bids and noted a 4% increase this year. She asked if this is similar to what Mr. Messner is seeing <br />34 in other cities. Mr. Messner stated some projects are coming in higher than 4%. <br />35 <br />36 Mayor Stille asked Mr. Messner to explain I&I. Mr. Messner stated it is clean water/groundwater <br />37 coming into the City's sanitation system. The City is charged for the extra water going into the <br />38 Met Council system. The City has a plan to repair the system to decrease clean water going into <br />39 the sanitation system. <br />40 <br />41 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />42 22-028 — A Resolution Calling a Hearing for the 2022 Street and Utility Improvement Project. <br />43 <br />44 Motion carried 5-0. <br />45 <br />
