Phase II Environmental Site Assessment <br />2534 Kenzie Terrace <br />WSB Project No. R-020198-000 Page 1 <br />1. Introduction <br />WSB was retained by the City of Saint Anthony Village (City) to conduct a Phase II Environmental Site <br />Assessment (ESA) at the vacant property located at 2534 Kenzie Terrace in St. Anthony, Minnesota <br />(Site). The Site consists of Hennepin County Parcel 0702923230015 and totals approximately 0.32 <br />acres. The Site location is depicted in Figure 1. The objective of the Phase II ESA was to investigate the <br />recognized environmental conditions (RECs) identified in the Phase I ESA completed by WSB and dated <br />March 28, 2022 (see Section 1.2). WSB understands that the investigation results will be used for future <br />Site transaction/acquisition purposes. <br />This Phase II ESA has been prepared exclusively for the City. No additional parties can rely on the <br />information in this report without written permission from WSB. <br />1.1 Site Description and Background <br />The Site was historically occupied by a filling station and car wash from before 1938 until <br />approximately the 1960s. By the early-1970s, the Site was cleared and graded. The Site has <br />been developed as vacant lot since the late-1970s. The Site is in a commercial and residential <br />district of St. Anthony with commercial properties to the east and northwest and residential <br />properties to the north and south. <br />1.2 Previous Investigations <br />WSB completed a Phase I ESA for the Site, and the results of the assessment were summarized <br />in a report dated March 28, 2022 (2022 Phase I ESA). The 2022 Phase I ESA identified the <br />following RECs in connection with the Site: <br />REC-1: Former Property Filling Station <br />Based on a review of historical aerial photographs and city directories, the Site was <br />developed with a filling station (Kenzie Company Gas Station) as early as 1938 until the <br />late-1960s. By the early-1970s, the Site was cleared and graded. The former filling <br />station is not listed under any regulatory databases and details related to the former <br />underground storage tanks (USTs), including the size and contents, are not known. <br />Further, documentation regarding the removal of UST systems, fueling lines, dispensers, <br />etc. are not available. Undocumented petroleum releases may have occurred at the <br />former UST system and associated filling station activities resulting in soil, groundwater, <br />and/or soil vapor impacts at the Site. It is also possible that the USTs remain in-place at <br />the Site and were never removed. The former Site filling station is considered a REC. <br />REC-2: Former East Adjacent Dry Cleaner with Documented Contamination (MPCA <br />ID BF0001960) <br />The east adjacent property located at 2510/2512/2520 Kenzie Terrace is associated with <br />active Brownfields/Voluntary Investigation and Cleanup (VIC) listing BF0001960. The <br />east adjacent property was historically occupied by a dry cleaner (Popko Cleaners & <br />Tailors) from approximately 1983 to 1988. The dry cleaner occupied the current building <br />at 2510/2512 Kenzie Terrace, located approximately 15 feet from the Site. A subsurface <br />investigation completed in July 2021 identified elevated concentrations of non-petroleum <br />volatile organic compounds (VOCs), including tetrachloroethene (PCE) and <br />trichloroethene (TCE), in groundwater and/or sub-slab soil vapor at the east adjacent <br />property. Based on the sub-slab soil vapor results, the MPCA required an active vapor <br />mitigation system to be installed on an expedited schedule at both property buildings in <br />October 2021. The 2021 subsurface investigation also identified elevated concentrations <br />of diesel range organics (DRO) in groundwater approximately 10 feet east of the Site.
