SENSITIVITY OF THE TOTAL OPEB LIABILITY TO CHANGES IN THE DISCOUNT RATE The following presents the total OPEB liability of the City, as well as what the City’s total OPEB liability would be if it were calculated using a discount rate that is 1% lower (3.09%) or 1% higher (5.09%) than the current discount rate: 1% Decrease Discount Rate 1% Increase (1.74%)(2.74%)(3.74%) Total OPEB liability $653,603 $614,487 $575,686 G. SENSITIVITY OF THE TOTAL OPEB LIABILITY TO CHANGES IN THE HEALTHCARE COST TREND RATES The following presents the total OPEB liability of the City, as well as what the City’s total OPEB liability would be if it were calculated using healthcare cost trend rates that are 1% lower (7% decreasing to 4%) or 1% higher (9% decreasing to 6%) than the current healthcare cost trend rates: Healthcare Cost 1% Decrease Trend Rates 1% Increase (6.67% decreasing to 4%) (7.67% decreasing to 5%) (8.67% decreasing to 6%) Total OPEB liability $542,408 $614,487 $699,279 H. OPEB EXPENSE AND DEFERRED OUTFLOWS AND INFLOWS OF RESOURCES RELATED TO OPEB For the year ended December 31, 2020, the City recognized $20,200 of OPEB expense. At December 31, 2020, the City reported deferred outflows and inflows of resources related to OPEB from the following sources: Deferred Outflows Deferred Inflows of Resources of Resources Changes of assumptions $61,543 $35,013 Differences between expected and actual experience - 310,639 Contributions subsequent to the measurement date 21,165 - Total $82,708 $345,652 $21,165 reported as deferred outflows of resources resulting from City contributions subsequent to the measurement date will be recognized as a reduction of the net OPEB liability in the year ended December 31, 2021. 78
