MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Nicole Miller, Assistant to the City Manager & Charlie Yunker, City Manager <br />Date:June 28, 2022 City Council Meeting <br />Request:Approval of Resolution 22—055 to release the Request for Proposal for Solid Waste and <br />Recycling Collection Services <br />OVERVIEW <br />The City’s current organized collection contract is set to expire April 1, 2023. Per discussions at our annual goal <br />setting and city council worksession, council expressed an interest in moving forward with a single hauler for the <br />next contract. <br />At the March 8, 2022 City Council worksession, staff presented the Council with a draft RFP and contract for a <br />single hauler to provide solid waste and recycling services. Council discussed the draft RFP and provided input <br />for staff to incorporate into the final RFP. <br />TECHNICAL ASSISTANCE <br />Ramsey County offers technical assistance through Foth Infrastructure & Environment, for cities going through <br />the RFP process related to solid waste and recycling. The City of St. Anthony has been working with Foth to <br />incorporate the comments from the council and to finalize the RFP and contract. The City has also worked with <br />Foth to provide assistance on the RFP process and evaluation criteria of proposals. Representatives from Foth <br />are present tonight to review the next steps in the RFP process. <br />Attached is the final draft of the RFP for council’s information. The draft contract is currently in review by the <br />City Attorney, with the final comments anticipated prior to the July 1st RFP release date. Some new items added <br />to the RFP since the March 8th city council worksession are: <br />Added pricing option for weekly recycling <br />Updated current customer counts <br />Added question regarding Diversity, Equity and Inclusion plan under Qualifications and Proposal <br />Elements <br />RECOMMENDATION <br />Staff recommends approval of the resolution to release the Request for Proposals RFP for Solid Waste and <br />Recycling on July 1st, 2022. <br />ATTACHMENTS: <br />RFP Timeline and Schedule Presentation <br />Draft RFP <br />Resolution <br />19
