Stat. <br />237.163 subd. 2(b), to manage rights- <br />of-way within its jurisdiction. <br />Adding a specific prohibition <br />to blowing leaves, grass, <br />snow, etc. into the public <br />street or alley. This <br />prohibition applies to the <br />traveled portions of streets or <br />alleys only, not the
