City Council Regular Meeting Minutes <br />May 10, 2022 <br />Page 3 <br />1 City Manager Yunker reviewed the resolution with the Council and indicated the St. Anthony <br />2 New Brighton Education (SANBE) Foundation is requesting a special event permit to hold a <br />3 party at the Central Park pavilion and parking lot on June 4, 2022, from 6-10 p.m. <br />4 <br />5 Staff created a special event permit to facilitate gathering event information, department head <br />6 reviews of the event, and staff recommendations to the City Council. The special event permit is <br />7 used if the event fits one or more of the following criteria: <br />8 Expected attendance of more than 100 people and open to the general public <br />9 Event is requesting the use of City property and/or street closures <br />10 There will be amplified live or pre-recorded music <br />11 There will be the sale of alcoholic beverages <br />12 <br />13 The applicant is seeking permission to host an event at the Central Park pavilion and parking lot <br />14 which will include alcoholic beverages, amplified pre-recorded music, and will be held on City <br />15 property. <br />16 <br />17 Staff has reviewed the special event and recommends approval. <br />18 <br />19 Mayor Stille commented that he believes this is the new time a permit is requested because of the <br />20 new process implemented. He mentioned the beer truck and possible food truck and related note <br />21 that those should be moved to the parking lot. <br />22 <br />23 Mr. Yunker confirmed that those activities would be moved to the parking lot if used. <br />24 <br />25 Mayor Stille explained that there is a water sensor in the grass and therefore the grass is not <br />26 designed for vehicle traffic. He commented that there have been complaints about loud music at <br />27 past events held in that location. He cautioned against anyone that will have music at their <br />28 events to be mindful of the direction the speakers are facing and the proximity to the residential <br />29 homes. He noted that the City has not received a complaint about this event in the past. <br />30 <br />31 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve Resolution <br />32 22-047 – Approving the Use of Central Park Pavilion and Parking Lot for a Special Event on <br />33 June 4, 2022. <br />34 <br />35 Motion carried 5-0. <br />36 <br />37 C.Finance Annual Report. <br />38 <br />39 Finance Director Rueckert provided a PowerPoint presentation of the 2021 Finance Annual <br />40 Report. She presented an overview of the finance department, its staff members, and core <br />41 accounting functions. She identified finance activity unique to 2021, technological advances, <br />42 long term financial management, and support staff to agencies. She reviewed the finance <br />43 brochure and advised where the report can be found on the City’s website. <br />44 <br />45 Mayor Stille thanked staff for the presentation. <br />46 <br />7
