City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />July 12, 2022 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Thomas Randle, Councilmember, Jan Jenson, Councilmember, Bernard Walker, <br />Councilmember <br />Staff: <br />Charlie Yunker, City Manager <br />Consultants: <br />Steve Grittman, City Planner <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:45 p.m. <br />Code Amendments: <br />City Planner Grittman reviewed the draft amendments to the City Code that have been compiled from <br />the work of the staff code committee discussing challenges encountered applying the code in their day- <br />to-day activities. This covered seven general topics of; wild animals, landscaping, fencing, right of way <br />management, alcohol licensing, bus benches, and food trucks. <br />Council discussed the process for approving chickens, and members present affirmed the current <br />process for approval. Council asked questions on, and discussed verbiage in various topics and did not <br />make any revisions. <br />In-depth discussion was held on other topics; tap rooms and food trucks. Council discussed alcohol <br />licensing for tap room “growler” off-site sales, which is newly allowable from recent code changes, on <br />how this may impact the city-owned off-sale liquor stores. Council directed staff to get comments from <br />the Liquor Operations Manager on expected impact. <br />Council discussed the existing food to alcohol ratio requirement in the code, and directed staff to <br />examine the applicability and necessity of that requirement. <br />Council discussed the food truck topic on how to avoid unfair competition with established, “brick and <br />mortar” restaurants. Council discussed exploring identifying certain areas food trucks can operate to <br />avoid unfair competition. <br />Staff will integrate the Council feedback into the draft that will be presented to the Planning <br />Commission for their input, before coming back to Council and a regular meeting for consideration. <br />Edible Cannabinoids: <br />City Manager Yunker reviewed the initial guidance from the League of Minnesota Cities on the new law <br />effective July 1, 2022 legalizing some forms of edible THC’s. Regulation is left to cities to determine, and <br />staff asked Council their thoughts on where the City should go in terms of regulation. <br />3
