City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />September 27, 2022 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Councilmember, Jan Jenson, Councilmember <br />Staff: <br />Charlie Yunker, City Manager <br />Consultants: <br />Dan Krivit, Foth Infrastructure & Environment, LLC <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:45 p.m. <br />Waste Hauler RFP Results: <br />City Manager Yunker reviewed the overall RFP process and the process the staff review team undertook <br />to evaluate the proposals. Each proposal was scored based on the submission, and interviews with each <br />respective haulers representatives were conducted to gather clarifying information. <br />The end result is a preliminary staff recommendation to enter into negotiations with Aspen Waste <br />Systems, Inc. While including reopener clauses for organics collection and weekly recycling to be able to <br />adapt as trends change over the term of the contract. <br />Councilmember Jensen asked for a price comparison to how the current contract pricing would compare <br />to the proposals. Staff will include that in the Council presentation on October 11, 2022. <br />Dan Krivit reviewed the financial analysis that Foth prepared for staff to consider. Foth will provide the <br />price comparison for staff to include in the Council presentation. Councilmember Webster asked for <br />Foth’s opinion of the reopener clauses, and Dan stated they considered those good approaches for <br />areas that are difficult to solidify in approach at this particular time. And final language will be guided by <br />the city attorney through the contract negotiations. <br />Council discussed the summary of the proposals and the preliminary staff recommendation. The Council <br />consensus was to bring the recommendation to the regular City Council meeting on October 11, 2022. <br />Future Work Sessions: <br />Next Work Sessions will be held on October 11th, 2022, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:13 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
