This memorandum is intended to <br />provide background and a framework for discussion of <br />rental housing – particularly single family rental – at the <br />upcoming October 11th work session. The purpose of <br />the work session is to discuss aspects of single family <br />rental housing, the types of market for this housing, and <br />whether the Council has any interest in considering <br />additional regulation. Interest in this topic arose from <br />the City’s Goal-setting sessions held earlier in 2022. The <br />issue was incorporated as an Action Step under the <br />category of “Thriving Neighborhoods” for additional <br />study and direction. <br />Existing Rental Housing. Currently, rental housing in St. <br />Anthony is licensed. The purpose of the current <br />licensing program is to ensure that residences held out <br />for rent meet standard life-safety requirements. <br />Licenses are required for any rental property, and <br />include an annual inspection. The license fee is $150 for <br />single family properties. <br />For the present year, just over 90 owners hold licenses to 113 individual units (not including <br />multi-family buildings of 4 or more units, or mobile home rentals. More than 60 of those own <br />and rent just one unit in the City. Only a couple dozen individuals/entities own more than one <br />unit, most of which own two, with the largest rental land holder currently renting 4 individual
