2 <br />Related Single Family Rental. A related single family rental issue that get attention includes <br />development-designed single family rental projects. <br />SF Rental Development. This relates to new development of single family homes on a <br />large, coordinated scale. These projects are designed to be rented and managed by a <br />common owner. Woodbury and Albertville, for example, are two locations in the Twin <br />Cities area where this development style has been proposed. Because this model is <br />occurring on undeveloped lands, this development pattern is not likely applicable to St. <br />Anthony. The issues are the same as other non-owner occupied housing however. <br />SUMMARY <br />The worksession discussion is focused on whether the Council is interested in establishing <br />regulations further governing or limiting rental occupancy of single family homes. As noted, <br />there is currently a licensing requirement, limited to ensuring that safety and building/fire code <br />aspects of the rentals are maintained. Like owner-occupied units, rental units would be subject <br />to all other zoning and housing maintenance regulations. <br />At present, rental-occupied single family homes constitute about 4% of the City’s single family <br />housing stock. If the City wishes to limit the long-term expansion of this number, various <br />approaches to creating a maximum number or percentage could be established in the City <br />Code. Most communities that have adopted regulations have approached this by limiting the <br />percentage within a certain geographic area, such as blocks, or other defined boundaries. <br />Staff will take the direction of the Council at the worksession with regard to any follow-up <br />activities or research that may be helpful in identifying a preferred path.
