Lastly it has been several years since the last professional evaluation of the City building’s <br />major components. Staff has been considering an evaluation of this type to ensure that the <br />existing plan’s replacement items, costs and timing are reasonably accurate and complete. <br />The $15,000 project placeholder has been moved to the 2023 budget. <br />Future considerations for Building Improvement Fund: <br />Renewal of Community Center Lease in 2028. <br />Review adequacy of building improvement levy in connection with results of "Sebesta <br />Type" evaluation of City Buildings. <br />CAPITAL EQUIPMENT FUND <br />Police <br />One squad is scheduled for replacement in 2023. Squad mileage is still used as the main factor <br />for replacement. Currently the squad replacement cycle ranges 3-4 years. That cycle is <br />reflected in the Police CIP plan. <br />As in past years, certain of the retiring squads are assigned to other purposes until their full <br />useful life has been met. <br />o In 2022 squad 709, a 2018 Dodge Durango, was repurposed for the PD Reserve <br />vehicle. <br />o Then the 2016 Ford Explorer/PD Reserve vehicle was repurposed to replace the <br />Fire Department’s 2006 Ford Explorer Code enforcement / Inspections vehicle. <br />The unmarked squad for the Police Chief is scheduled for replacement in 2023. The <br />replacement will be a 2023 Chevy Traverse. The unmarked squads are on a six-year <br />replacement schedule. <br />Retiring unmarked squads are often used to fill other needs. <br />o In 2022 the retired Investigator 2016 Chevy Impala became the Court/School <br />car. The prior Court/School was sold. <br />o In 2023 the Chief’s retired 2017 Chevy Impala will be reassigned to the 2nd <br />Investigator / patrol position designed in 2022. <br />The replacement of body worn cameras in 2022 has been deferred to 2023. The replacement <br />of facility and squad video cameras has been deferred to 2025. This is due to the department’s <br />body worn cameras in use are no longer available. Therefore, requiring the purchase of new <br />charging equipment and related camera accessories as well. The Police Department is <br />evaluating other possible vendors and data storage options. The Chief is in discussions with <br />other Ramsey County Police department’s in our similar position. The estimated costs <br />reflected in the budget represents the current vendor’s pricing of comparable equipment. A <br />2023 vendor decision has been anticipated for budget purposes. <br />Fire <br />The Fire department’s 2023 replacement of self-contained breathing apparatus (SCBA) <br />equipment was estimated at $277,200 in last year’s CIP budget. The replacement cost has <br />been lowered to $218,700 in this years CIP. The cost reduction was achieved by the <br />department’s participation in fire services JPA.
