Therefore, a Governmental Unit <br />that does not have a public works department or public works employees is not required <br />to be a member of the Public Works Mutual Aid Pact to be eligible to become a Member <br />of the Fencing Consortium, provided the following are complied with to the extent <br />applicable: <br /> <br />(a) If the Governmental Unit is a joint undertaking among other Governmental <br />Units, the community in which any of the Governmental Unit’s buildings are <br />located and to which its Fencing Preplan applies must be a member of the Public <br />Works Mutual Aid Pact; or <br /> <br />(b) If the Government Unit relies on the county sheriff’s department as the primary <br />source of law enforcement services, that county must be a member of the Public <br />Works Mutual Aid Pact. <br /> <br />3.4. Requirement of Good Standing. Continued membership in the Fencing Consortium <br />shall be contingent upon: paying the annual Member Assessment and any additional <br />charges as determined by the Board as provided herein; making public works staff <br />available to participate as members of the Deployment Team; and on-going compliance <br />with the other requirements, terms, and conditions of this Agreement and the policies and <br />procedures adopted by the Board. <br /> <br />3.5. Withdrawing from Membership. A Member may withdraw from the Fencing <br />Consortium as provided in Article XI of this Agreement. <br /> <br />ARTICLE IV <br />FENCING CONSORTIUM JOINT BOARD <br /> <br />4.1. Established. There is hereby established the “Fencing Consortium Joint Board.” The <br />Board shall consist of five Directors elected by the Members in accordance with this <br />Article. Directors shall serve without compensation from the Fencing Consortium. The <br />Director positions shall be assigned as follows: <br /> <br />(a) Two Directors representing law enforcement; <br /> <br />(b) One Director representing fire; <br /> <br />(c) One Director representing public works; and <br /> <br />(d) One Director representing emergency managers. <br /> <br />4.2. Initial Directors. The Board shall initially be comprised of the following Directors <br />(“Initial Board”): <br /> <br />81
