City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />October 11, 2022 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers <br />Staff: <br />Charlie Yunker, City Manager and Shelly Rueckert, Finance Director <br />Consultants: <br />Steve Grittman, Planner <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:45 p.m. <br />2023 Long Term Capital Budget Plans: <br />Shelly Rueckert reviewed the draft 2023 Capital Improvement Budget. Ms. Rueckert reviewed the <br />highlights from each department for items of note that are coming-up in 2023 and the rationale for the <br />timing of the near-term purchases. <br />Council discussed the benefits of an assessment of the city facilities to plan for future maintenance <br />needs and upgrades. Mayor Stille suggested the Council consider a walk-through of City facilities so the <br />group can see first-hand much of the equipment included in the CIP plan. <br />2024 CIP will be refined based on the WSB parks assessment with input from the Parks & Environmental <br />Commission and insights from the community survey. If new/different amenities were to be considered, <br />it would entail additional levy or debt financing to achieve. The final 2023 CIP plan will be presented at <br />the regular City Council meeting on October 25, 2022. <br />Single Family Home Rentals: <br />Steve Grittman review the prepared memo describing the current data on single family home rentals in <br />the city, as well as information on other cities approaches to controlling rentals. Mpls Fed estimates the <br />rate in St. Anthony to be approximately 4.5%, which is lower than surrounding and the national average. <br />Council discussed their priorities around regulating rental single family properties to help preserve <br />affordability in the city. Councilmember Jenson stated that Metro Cities will be presenting a policy in the <br />coming weeks on this issue. Council will review the issue again after guidance from Metro Cities is <br />available, and at a future date asked staff to map the current rental properties to see the distribution, <br />and what approaches our surrounding cities are taking on both long-term and short-term rentals. <br />Future Work Sessions: <br />Next Work Sessions will be held on October 25th, 2022, at 5:45pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:55 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
