City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />October 25, 2022 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor, Bernard Walker, Thomas Randle, Wendy Webster, Jan Jenson, Councilmembers <br />Staff: <br />Charlie Yunker, City Manager and Shelly Rueckert, Finance Director <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:45 p.m. <br />2023 Utility Rates: <br />Shelly Rueckert reviewed the draft 2023 Utility Rates, and the long-term plan that has led to the <br />proposed rate structure. Most notably the implementation of a “flat-fee” to reflect the fixed costs in the <br />system, and relying on usage rates for the variable/usage costs in the system. <br />Council discussed the proposed rates and directed staff to include them in the annual approval of utility <br />rates as presented. <br />Council Onboarding: <br />Charlie Yunker presented the work done since the last Council work session on the topic. Staff converted <br />the PowerPoint slides into a manual format for better readability, and prepared three versions of a <br />shared values list as discussed by the Council previously. <br />Council discussed the shared values version and selected the non-acronym version for inclusion in the <br />onboarding manual. Council also discussed the council liaison role page, and through discussion asked <br />staff to segment the role expectations by the three broad categories of role: point of contact for the city <br />commissions, voting board member organizations, and non-voting representative organizations. Council <br />also asked for minor changes to email communications and conflicts of interest. <br />Staff will incorporate those changes into the manual. Next steps in the process will be to hold the <br />Council exercises as stated in the staff memo. <br />Future Work Sessions: <br />Next Work Sessions will be held on November 3rd, 2022, at 6:00pm in the Council Chambers. <br />Adjournment: <br />The meeting adjourned at 6:56 p.m. <br />Respectfully submitted by Charlie Yunker, City Manager.
