Street and Utility improvements going forward are scheduled with an off year every <br />third year. <br />The Phase II Debt Levy Benefits were reviewed in detail along with the Resulting Debt Levy <br />Program 2023-2037. <br />Councilmember Jenson held up the book containing the Capital Improvement Plan noting it is <br />very detailed. <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the Capital <br />Improvement Plan for 2023-2027 and 2028-2039. <br />Motion carried 4-0. <br />C. 2022 Goals Update <br />City Manager Charlie Yunker reviewed in detail the 2022 Goals Update for the Yd Quarter. An <br />update on the Action Steps for Environmental Responsibility, Quality Infrastructure, Civic <br />Engagement, Thriving Neighborhoods, Communicate Transparently & Effectively, Safe & <br />Secure Community, and Fiscal & Organizational Strength was provided by Mr. Yunker. <br />Mayor Stille showed the goals pyramid that was determined in January and Mr. Yunker provided <br />updates to the pyramid. <br />Councilmember Jenson stated there are 57 items on the pyramid and 52 items have had some <br />action taken. <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL <br />City Manager Yunker had no report. <br />Councilmember Webster stated on October 20, she attended the North Suburban Cable <br />Commission and North Suburban Access Corporation Board Meeting. <br />Councilmember Jenson stated on October 18, he attended the St. Anthony Historical Society <br />Meeting and on October 19, he attended the Metro Cities Board of Directors Meeting. <br />Councilmember Walker had no report. <br />Mayor Stille reported this afternoon he attended the Mississippi Water Management Watershed <br />Organization Executive Meeting. <br />43 VIII. COMMUNITY FORUM. <br />44 <br />45 Reverend Tyler Sit, Northeast United Methodist Church, stated he has been in St. Anthony <br />46 Village for 3 months. He urged the Council to continue bold Climate Change Action. He wants <br />
