City Council Regular Meeting Minutes <br />November 8, 2022 <br />Page 2 <br />1 <br />2 IV.PUBLIC HEARING. <br />3 <br />A.4 Ordinance 2022-08 An Ordinance Amending Multiple Sections of Chapter 33 Sewer, <br />5 Water, License and Permit Fees, Storm Water Facilities. <br />6 <br />7 Mayor Stille opened the Public Hearing at 8:05 p.m. <br />8 <br />9 Mayor Stille noted the Council has reviewed this at a work session on October 25, 2022 and <br />10 tonight’s presentation is for the public hearing. <br />11 <br />12 Finance Director Shelly Rueckert provided a power point presentation. The Utility Rates for <br />13 2023 parameters are to align revenue sources with corresponding costs, provide transparency as <br />14 to the basis of rates and rate adjustments, maintain a structural balanced operation and ensure <br />15 that rates appropriately support the ability to provide safe drinking water, properly discharge <br />16 sanitary sewer flows and provide appropriate control and treatment of storm water runoff. <br />17 <br />18 Water Fund expenditures are comprised of two primary operating functions – Production <br />19 ($917,483) and Distribution ($753,974). The current recommendation to adjustment to <br />20 distribution fee includes continuing the phase-in of a quarterly fee to support distribution system <br />21 costs and Quarterly Water Distribution fee increase by $3.00. <br />22 <br />23 The current recommendation to adjustment in usage rates includes: The water usage tier rates <br />24 increase will range from .08 - .13 cents per 1,000 gallons in 2023. Water consumption for 2023 <br />25 is projected to be 5% lower than 2022 consumption. A chart showing the adjustment impact was <br />26 provided for the City Council. <br />27 <br />28 The Sanitary Sewer Fund expenditures are comprised of two primary operating functions <br />29 Treatment ($830,941) and Collection ($558,057). The current recommendation to adjustment to <br />30 Collection Fee includes Continuing the phase-in of the quarterly fee to support collection system <br />31 costs and Quarterly Sewer Collection fee will increase by $2.05. The current recommendation to <br />32 adjustment in Usage Rate includes Continue to manage the growth in usage rates to recognize <br />33 the revenues provided by the phase-in of the Sewer collection fee, MCES treatment rate up <br />34 6.89% ($49K) and the Sewer usage rate will increase to $4.73 per 1,000 gallons – 2%. A chart <br />35 showing the adjustment impact was provided for the City Council. <br />36 <br />37 The multi-year approach to Stormwater rates which increased the quarterly single family <br />38 residential charge to increase by $.35 has been complete. The rates for classifications 1-3 will not <br />39 increase in 2023. The rates for classifications 4-6 will be adjusted in 2023. A chart showing the <br />40 rates was provided for the City Council. <br />41 <br />42 Charts showing the Rate Survey and Impacts by Tier Levels were provided. <br />43 <br />44 Councilmember Walker asked about R4 stormwater rates and why they would be classified as 5 <br />45 rather than 4. Ms. Rueckert stated it is apartments and they are billed on a per acre basis rather
