City Council Regular Meeting Minutes <br />December 13, 2022 <br />Page 4 <br />3.1 Platting is not necessary for these two parcels, and the process for platting would create an <br />2 unnecessary procedural requirement for a minor subdivision as proposed. <br />4.3 The minor subdivision does not interfere with the purposes of the Subdivision Ordinance, the <br />4 Zoning Ordinance, or other applicable regulations and plans. <br />5 <br />6 Staff recommends approval subject to the following conditions: <br />7 <br />a.8 County acceptance of the descriptions for recording, as submitted. <br />b.9 The Village, LLC, concurrently recombines the subdivided narrow strip described in the <br />10 document entitled “Legal Description for Conveyance from SA Senior Living LLC to The <br />11 Village LLC” to the principal Village parcel, and no more than 2 parcels remain once all <br />12 actions have been recorded. No separate use or building rights are granted to the narrow strip <br />13 created by this subdivision. <br />c.14 Continued cooperation with the City related to any final review of utility needs and impacts <br />15 serving the proposed uses. <br />16 <br />17 Councilmember Jenson asked if any reconstruction is necessary for either property owner and <br />18 Mr. Grittman stated everything is being built as originally approved. <br />19 <br />20 Mayor Stille requested a signed application be obtained and added as a 4th condition for <br />21 approval. Mr. Grittman stated he will obtain signatures from both parties. <br />22 <br />23 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />24 22-084 – Approving the Lot Split at 2601 Stinson Blvd NE with four conditions. <br />25 <br />26 Motion carried 4-0. <br />27 <br />28 VI.GENERAL BUSINESS OF COUNCIL. <br />29 <br />A.30 Presentation of the 2022 National Community Survey <br />31 <br />32 Assistant to the City Manager Nicole Miller and POLCO Senior Survey Associate Joe Dell’Olio <br />33 presented the results of the 2022 National Community Survey. Ms. Miller reviewed the City of <br />34 St. Anthony conducted The National Community Survey August 1, 2022 through September 19, <br />35 2022. The NCS evaluates the “livability” of St. Anthony. The phrase “livable community” is <br />36 used to describe a place that is not simply habitable, but that is desirable. Great communities <br />37 include partnerships between government, private sector, community organizations, and <br />38 residents. The NCS captures residents’ opinions on the following ten facets of community: <br />39 Economy <br />40 Mobility <br />41 Community Design <br />42 Utilities <br />43 Safety <br />44 Natural Environment <br />45 Parks and Recreation <br />46 Health and Wellness <br />10
