City Council Regular Meeting Minutes <br />December 13, 2022 <br />Page 7 <br />F. Ordinance 2022-09 — Amending Section 50.16 of Chanter 50 Storm Water and Sanitary <br />Sewers. <br />City Manager Yunker reviewed City Staff has worked closely with the Metropolitan Council of <br />Environmental Services (MCES) to establish a Memorandum of Understanding (MOU) related to <br />the Ongoing Inflow and Infiltration (I/I) Program. This MOU was approved by the City Council <br />on June 14, 2022. <br />10 Under the terms of the MOU, the City has agreed to adopt and implement ordinances which will <br />11 require an amendment to the City Code, specifically, Section 50.16 of the Chapter 50 Storm Water <br />12 and Sanitary Sewers. <br />13 <br />14 The proposed language in the amendment established a "point of sale" UI inspection of all sanitary <br />15 sewer service laterals. When existing homes and commercial properties within the City are sold, <br />16 the City will administer an ongoing program requiring a video condition inspection of the sanitary <br />17 sewer service lateral. The proposed language adds sanitary sewer service inspection to the "point <br />18 of sale" I/I inspection. <br />19 <br />20 Staff recommends the City Council hold Second Reading of the Ordinance. <br />21 <br />22 Motion by Councilmember Walker, seconded by Councilmember Jenson, to approve second <br />23 reading of Ordinance 2022-09 — Amending Section 50.16 of Chapter 50 Storm Water and <br />24 Sanitary Sewers. <br />25 <br />26 Motion carried 4-0. <br />27 <br />28 G. Resolution 22-087 — Approving the 2023 Fee Schedule <br />29 <br />30 City Manager Yunker reviewed the resolution is to approve the 2023 Fee Schedule. Staff has <br />31 reviewed the entire fee schedule and recommends changes noted in the proposed schedule. <br />32 Changes include: <br />33 • Amendments to building, electrical, mechanical, and plumbing permit fees. <br />34 • Addition of special investigation fee (applicable when work is started prior to obtaining a <br />35 permit). <br />36 • Amendments to manufactured home permit fees. <br />37 • Amendment to bus bench license fee. <br />38 • Amendments to land use application fees. <br />39 • Amendments to rental license fees. <br />40 . Addition of escrow for right of way permits. <br />41 • Amendments to water meter fees. <br />42 <br />43 Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve Resolution <br />44 22-087 — Approving the 2023 Fee Schedule. <br />45 <br />46 Motion carried 4-0. <br />
