Planning Commission Regular Meeting Minutes <br />January 17, 2023 <br />Page 2 <br />1 <br />2 Three documents are provided to the Commission with the first being a copy of the 2023 <br />3 Planning Commission Work Plan that was reviewed in draft form last November 2022. The <br />4 second is a collection of draft materials that will be incorporated into the City’s Goal Setting <br />5 activities. There are three components to the Goal-Setting materials: (1) a PowerPoint that <br />6 summarizes the 2022 accomplishments, and ongoing or upcoming activities; (2) an <br />7 “Emerging Issues” chart that identifies planning-related elements the City is likely to <br />8 encounter in the next few years; and (3) an Implementation Matrix for tasks that were directed <br />9 by the adoption of the 2040 Comprehensive Plan along with status updates for the planning- <br />10 related activities. <br />11 <br />12 Mr. Grittman welcomed comments and questions relating to these items. The Commission <br />13 Chair is also invited to participate in the Goal Setting sessions, and we can raise suggestions <br />14 and questions as appropriate. <br />15 <br />16 The third set of documents is a collection of Planning Commission training materials, many of <br />17 which are familiar to the Commissioners. Since the current Commissioners are returning for <br />18 2023, no particular orientation time has been planned. The documents are provided for <br />19 review and discussion of any of the parts at an upcoming meeting. A more structured <br />20 presentation can be prepared if the Commission desires and presented at a future meeting. <br />21 <br />B.22 Work Plan Discussion. <br />23 <br />24 Mr. Grittman provided a copy of the St. Anthony Village Planning Commission Proposed <br />25 2023 Work Plan including General Items and Specific Tasks for 2023; and 2022 Recap. There <br />26 is one development plan that will be reviewed at the February meeting. Mr. Grittman <br />27 reviewed the Specific Tasks for 2023. If any Commissioners have any information or articles <br />28 to share with the Commission it should be sent to Mr. Grittman or Ms. Miller for distribution. <br />29 Work sessions will be scheduled as necessary. There will be at least one work session with the <br />30 City Council scheduled. One addition to the list is Residential Parking and Storage regulations <br />31 and rules. This is a living document and will be used as an outline going forward. <br />32 <br />33 Commissioner Morita asked how the topics are added to the list and Mr. Grittman stated some <br />34 of the topics flow from the Comprehensive Plan or from the Code Review Committee, that <br />35 meets monthly. Occasionally a topic comes from the City Council. <br />36 <br />37 Commissioner Rude asked when the Comprehensive Plan is next updated. Mr. Grittman <br />38 reviewed the Met Council’s process. The 2050 plan is to be completed by 2028. The City <br />39 Council should begin updating in 2026-2027. It is updated every 10 years. <br />40 <br />41 Chair Socha asked how the changes made are communicated to the public. Ms. Miller stated <br />42 that communications via the website, newsletter and social media are all used to explain the <br />43 why’s and what has changed in the code to the community. <br />44 <br />45 Councilmember Rude stated traffic will be addressed in 2023. He feels use of the road is <br />46 related to what type of property will be there. When 37th and Silver Lake Road is shut down <br />47
