MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:February 28, 2023 City Council Work Session <br />Request:Urban Land institute Technical Assistance Panel Program Application <br />BACKGROUND <br />At the November 29, 2022 joint Work Session with the Planning Commission and the Parks and Environmental <br />Commission, the group discussed the desired future use of the city-owned parcel at 38083 Stinson Boulevard. <br />Various ideas and desires were discussed, and centered around two areas: <br />Best use of the 3803 Stinson Blvd parcel <br />How to incorporate more green space into Silver Lake Village area <br />Given an absence of a consensus, a suggestion was offered to utilize Urban Land institute’s (ULI) Technical <br />Assistance Panel (TAP) to seek input from developers. The City utilized this program in 2016 in regards to the St. <br />Anthony Shopping Center area and its future redevelopment possibilities. That report is attached for reference <br />as to what the final product of the program can be expected to be. The objective of the TAP would be to help <br />guide future land use in the Silver Lake Village area by gaining insights from developers on what is feasible, <br />optimal, and what the City can do to address the ideas and concerns discussed at the joint meeting. <br />Staff subsequently contacted ULI to determine if the TAP program could be utilized. In short, the program would <br />consist of a workshop of industry experts that would review the project scope and provide their input on <br />defined questions the City would like addressed. Staff has drafted the below questions based on the discussion <br />at the November 29, 2022 Joint Work Session: <br />For the city-owned parcel, what is the best use of that for the area? <br />How could the City best increase usable green space in the area? <br />How could the City help reduce impervious surface and/or increase natural elements in the area? <br />How can the City guide future redevelopment in the area for additional green space and help ensure <br />climate change adaptability? <br />ULI staff provided the attached flyer that summarizes the workshop, and recommended a ½ day work shop at a <br />cost of $5,000 as an appropriate approach given the scope of the project the City would be requesting. <br />Since this exercise would be a continuation of the November, 2022 joint meeting, staff would arrange the <br />workshop as another joint meeting with both the Planning Commission and Parks and Environmental <br />Commission, appropriate staff, and the group assembled by ULI.
