MEMORANDUM <br />To:City of Saint Anthony Village Parks & Environmental Commission <br />From:Jeremy Gumke, Public Works Director and Charlie Yunker, City Manager <br />Date:March 6, 2023 Parks & Environmental Commission Meeting <br />Request:St. Anthony Village Parks Capital Replacements Schedule <br />BACKGROUND <br />City staff engaged WSB to conduct a parks evaluation to assist in refining the City’s Capital Improvement Plan <br />(CIP) that includes scheduling replacements for all City assets. The Parks & Environmental Commission revieed <br />the report and offered comments. The Commission did not have any recommendations for changes to amenities <br />within the parks, or had any additional priorities other than those identified by the WSB assessment. <br />The primary take-away was that the playground equipment at Silver Point Park is the highest priority for <br />replacement, and should be done as soon as possible. They City has a bid for that work, and is working with our <br />vendor to add a swing set to the scope, and get the replacement completed. Subsequently, staff has identified <br />additional maintenance/replacement items that are listed below. <br />Public Works performed additional improvements outside the assessment in 2022, and for the Commissions <br />information, those were: <br />Installed drain tile at Central Park <br />Replaced carpeting in Central Park Pavilion <br />Planted trees along the north/south trail at Central Park <br />Purchased mobile hockey boards at Silver Point Park <br />Regraded the area for the hockey rink at Silver Point Park <br />Repaved the trail on the west side of Salo Park north pond <br />Installed timed locks on the doors at Emerald, Central, and Silver Point Parks <br />PARKS PRIORITIZATION <br />As the City begins the 2024 budget process, staff is seeking input from the Parks & Environmental Commission <br />on prioritizing the asset replacements to refine the CIP plan and help the Council plan for funding those <br />replacements in the long-term. <br />For 2023, the replacement of the playground at Silver Point Park and repairs to the skate park in Central Park is <br />budgeted. The Commission is asked to consider the recommendations below and consider the priority order and <br />ideal scheduling for the items listed below. Staff will use that to determine scheduling while balancing city-wide <br />CIP needs, and long-term funding with the City Council.
