CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 23-019 <br />A RESOLUTION ACCEPTING AND APPROVING THE GRANT AGREEMENT <br />BETWEEN THE CITY OF ST. ANTHONY VILLAGE AND THE <br />METROPOLITAN COUNCIL OF ENVIRONMENTAL SERVICES FOR THE <br />IMPROVEMENT OF PUBLICALY OWNED INFRASTRUCTURE <br />(MCES Agreement #SG ) <br />WHEREAS, the Minnesota Legislature has appropriated to the Metropolitan Council of Environmental <br />Services (MCES) in the 2020 State Bonding Bills, $5,000,000 for a grant program to be <br />administered by the MCES for the purpose of providing grants to municipalities for capital <br />improvements to public municipal wastewater collection systems to reduce the amount of inflow <br />and infiltration to the MCES metropolitan sanitary sewer disposal system (I/I Municipal Grant <br />Program). <br />WHEREAS, the MCES has identified the City of St. Anthony Village as a contributor of excessive inflow and <br />infiltration to the MCES metropolitan sanitary sewer disposal system and thus an eligible <br />applicant for grant funds under the UI Municipal Grant Program. <br />WHEREAS, grant monies will be awarded to pre -approved municipalities for a pre -determined amount up to <br />50% of eligible improvements completed between January 1, 2021 and December 31, 2022. <br />WHEREAS, The City of St. Anthony Village has submitted an application to the Metropolitan Council of <br />Environmental Services (MCES) for grant funding for improvements to the publically owned <br />sanitary sewer system to reduce inflow and infiltration; and <br />WHEREAS, The MCES has determined to contribute one-half of the actual amount of eligible expenses <br />during the grant activity period up to an estimated Preliminary Minimum Allocation (PMA) of <br />$50,000. In addition to the PMA an additional Final Reimbursement Amount (FRA) will be <br />allocated proportionally to grant participants, determined based on eligible project expenses <br />submitted and available remaining grant program funds. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that: <br />1. The City of St. Anthony Village has budgeted and completed the City's portion of the <br />improvements as set forth in the agreement; and <br />2. The City Council agrees to accept and approve the Grant Agreement between the City of St. <br />Anthony Village and the Metropolitan Council of Environmental Services; and <br />3.
