ORDINANCE 23-0x <br /> <br />1 <br /> <br /> <br />CITY OF ST. ANTHONY <br />HENNEPIN AND RAMSEY COUNTY, MINNESOTA <br /> <br /> <br />AN ORDINANCE AMENDING THE ST. ANTHONY CITY CODE, <br />BY AMENDING SECTION 150 AS IT RELATES TO THE MINNESOTA STATE <br />BUILDING CODE <br /> <br /> <br />THE CITY COUNCIL OF THE CITY OF ST. ANTHONY HEREBY ORDAINS: <br /> <br /> <br />Section 150.150 and Section 150.016, Minnesota State Building Code is hereby amended to <br />read as follows: <br /> <br />§ 150.015 CODES ADOPTED BY REFERENCE. <br />The Minnesota State Building Code, as adopted by the Commissioner of Labor and Industry pursuant <br />to M.S. Chapter 326B.101-326B.1616B.59 to 16B.75, including all of the amendments, rules and <br />regulations established, adopted and published from time to time by the Minnesota Commissioner of <br />Labor and Industry, through the Building Codes and Standards Unit, is hereby adopted by reference <br />with the exception of the optional chapters, unless specifically adopted in this subchapter. The <br />Minnesota State Building Code is hereby incorporated in this section as if fully set out herein. <br /> <br />§ 150.016 APPLICATION, ADMINISTRATION, AND ENFORCEMENT. <br />(A) The application, administration, and enforcement of the code shall be in accordance with <br />Minnesota State Building Code. The code shall be enforced within the extraterritorial limits <br />permitted by M.S. § 16B.62, subdivision 1, when so established by this subchapter. <br />(B) The building code enforcement agency of the City of St. Anthony is called the Department of <br />Building Safety.Code Partners Inspection Service. <br />(C) This code shall be enforced by the Minnesota Certified Building Official designated by the City <br />of St. Anthony to administer the code (M.S. 326B.13316B.65 subdivision 1), <br />including plumbing plan review and inspections. <br />Prior to installation of a system of plumbing other than for a single-family dwelling with independent <br />plumbing service, complete plumbing plans and specifications, together with any <br />additional information that the Building Official may require, shall be submitted in <br />duplicate and approved by the Building Official. No construction shall proceed <br />except in accordance with the approved plans. Any alteration or extension of any <br />existing plumbing system shall be subject to these same requirements. <br /> <br />Per Minnesota Statutes 326B.43, Subd. 2(n), the plumbing plans and specifications for the following <br />types of projects shall be submitted to the state for review: <br />(1) state-licensed facilities as defined in section 326B.103, subdivision 13; <br />(2) public buildings as defined in section 326B.103, subdivision 11; and <br />(3) projects of a special nature for which department review is requested by either <br />the municipality or the state. <br /> <br />A plumbing system installation, as described herein, shall be subject to inspection as required by the <br />Minn. Rules, part 1300.0215.
